To ensure the correct and complete incorporation of Directive 2008/98/ EC on waste into internal Romanian legislation, Law no. 211/2011 regarding waste treatment was amended by a Government Emergency Ordinance. It came into force on 28 October 2016.
A major amendment refers to the opportunity granted to the local public authorities to implement the system expressly entitled “Pay for what you throw“. The system aims to stimulate the selective collection of waste and to increase the rate of reusing/recycling. The system will function based on the following criteria: (i) the amount of waste; (ii) the types of waste; (iii) the volume of the container; and (iv) the frequency of waste disposal.
However, this system is still not mandatory and local authorities will implement it on the grounds of technical, economic and environmental feasibility, on a case by case basis.
